CPSU Cadre hierarchy implementation in BSNL
In the meeting held with PGM (Pers.) on 17.08.2017, it was informed that the draft proposal on CPSU cadre hierarchy was discussed with CMD BSNL in the presence of Director (HR) wherein CMD BSNL has advised to make the provisions of time bound promotions on functional basis up to DE level and post based promotions JAG onwards. Accordingly, the draft proposal will now be modified. As reported earlier by AIBSNLEA that PGM (Pers.) in consultation with the so called majority association diluted the CPSU cadre hierarchy proposal by limiting time bound promotions up to the level of SDE/AO on functional basis and DE/CAO onwards level, post based promotions only. AIBSNLEA opposed this proposal to PGM (Pers.), Director (HR) and CMD BSNL and demanded to implement Khan Committee report in “True Spirit”. CMD BSNL appreciated our concern and now after PGM (Pers.)’s presentation, he directed PGM (Pers.) to modify the proposal up to STS level non-post based time bound promotions.
The so called majority association is now congratulating for a major breakthrough whereas they tried to sabotage the Khan Committee report by limiting non-post based promotions up to SDE level. AIBSNLEA’s timely efforts only could stop the ulterior motive of the so called majority association sabotaging the Khan Committee report. AIBSNLEA will ensure true implementation of the Khan Committee report of CPSU cadre hierarchy. PGM (Pers.) also mentioned that CMD BSNL has desired to fill-up all vacant posts of Gr. A and Gr. B before implementation of CPSU Cadre Hierarchy. AIBSNLEA is also demanding this only.
withdrawal of additional increment by fixation in same scale on post based promotion under EPP
AIBSNLEA filed an OA vide O.A./100/2649/2017 in Hon’ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017.
The above noted matter was listed for hearing 10.08.2017 before Hon’ble Tribunal and after hearing Hon’ble Tribunal issued show cause notice to the respondents. Counsel for DoT had accepted notice and sought two weeks time to file reply on interim application for stay of the order dated 5.7.2017 issued by Department. Now 24.8.2017 is fixed for hearing on grant of interim stay.
Constitution of a Committee to explore the modalities for implementation of revision of pay under 3rd PRC:
As per the suggestion given by the GS, AIBSNLEA in the core committee of BSNL Unions and Associations meeting with CMD, BSNL held on 09.08.2017 for constitution of a committee to explore the modalities for implementation of revision of pay under 3rd PRC with 15% fitment benefits for its executives. The committee report will be discussed in the next week in BSNL Management Committee and thereafter in BSNL Board. After the approval of BSNL Board, it will be sent to DoT for consideration and issuance of presidential directives.
Concessional Telephone facility to retired / retiring employees of BSNL – Revision of Policy:
CONGRATULATIONS: The free call problem to the pensioners settled. The issue taken up only AIRBSNLEWA with BSNL management in the meeting on 23 March,2017. With active support of its Chief Mentor of Sh. Prahlad Rai. Nobody else had any contribution in achieving this important benefit for pensioners & others.
