On the occasion of your retirement on superannuation, we on behalf of AIBSNLEA, WBTC all want to thank you for your dynamic leadership. Everyone agrees that you possess a rare combination of vision, fairness, and understanding crucial qualities for an effective leader. Many of us have additional personal reasons for our gratitude, for you have given special attention to our specific needs. We will all miss you very much. You have been an inspiration to us all. Without going into detail, we give you special thanks for your caring.
We thank you for all you have done and all you have taught us and send our very best wishes for a healthy peaceful happy retirement.

The 6th Circle Conference of AIBSNLEA, West Bengal Circle was held at Digha from 23rd to 24th November 2019 in the presence of AIBSNLEA, CHQ leaders viz. Shri Prahlad Rai, Chairman, CHQ, Shri Subhasish Mitra, President, CHQ,, Shri S. Shiva Kumar, G.S., CHQ, Shri Subinay Chakraborty ,OS ( East) ,CHQ, Shri Tridib Chakraborty, Advisor(East), CHQ, Shri Biswajit Chakraborty,Advisor, CHQ, & Leaders of West Bengal Circle & Kolkata Telephones as well as veteran leader of AIRBSNEWA Shri Prasun Mukhopadhyay, Shri Bijoy Krishna Bhattacharya, Chief Advisor, AIBSNLEA, West Bengal Circle were also present in the Conference.
A grand Open Session was conducted on 24th November 2019. Shri Ramakant Sharma, C.G.M., West Bengal Circle was present in the Open Session as Chief Guest. Shri M.C,Pramanik, G.M.(Marketing), West Bengal Circle, Smt. Mira Mardi, G.M., Kharagpur SSA, Shri Vikash Kumar Jaiswal, Asstt. Circle Secretary, SNATTA, West Bengal Circle were present in the Open Session.
At the outset of the Open Session, Shri Kalyan Halder, President, West Bengal Circle welcomed all the dignitaries present in the meeting.
In the Key Note Address placed by the Shri Aniruddha Basu, Circle Secretary, West Bengal Circle stated in details the task performed by AIBSNLEA during past years after formation of BSNL and the fighting activity of the Association/AUAB, as a result of which till date, though in late, BSNL employees are getting their salary. He stated that due to ongoing VRS process, huge number of staff will be reduced and BSNL Management will be compelled to implement the contractual maintenance of network at competitive rate, as a result of which employment in Telecom Industry of India will be decreased drastically and well trained youth of India will be compelled to work under maintenance contractors at abnormal low rate, which may be called as “Black Period of Telecom Arena of India” from trade union point of view. On the other hand remaining employees of BSNL mostly of the age group of below 50 years will face tremendous pressure from the management to perform their allotted job smoothly. He expressed his hope that newly elected Circle Body as well as AIBSNLEA CHQ will take appropriate step to protect the interest of remaining BSNL employees in the post VRS scenario. He requested to the CGMT to intervene into the burning issues of the Circle viz. Raiganj labour issue and shifting/vacation of GM, Kharagapur office.
Shri Ramakant Sharma, C.G.M., West Bengal Circle in his speech conveyed his thanks to the BSNL Executives of West Bengal Circle for the proactive action taking by them for maintenance of the network by spending their personal money. He stated that though they are not getting required fund on maintenance head for prolonged period, not getting their salary in time, still they are trying to maintain the network from their personal money. He expressed his hope that in the post VRS scenario, remaining employees of BSNL will stand firmly and perform their work more actively to fight the future battle for existence of BSNL.
Shri Prohlad Rai, General Secretary, AIRBSNLEWA in his speech stated that during the past years various steps were taken from DOT to weaken the BSNL. Inspite of that still now BSNL is running as PSU. With the proposal of implementation of the VRS, DOT/Government is trying to disinvest the BSNL as being done in respect of other profit making PSUs viz. BPCL, Container Corporation etc. There are many questions in the mind of the employees regarding pension/pension revision etc. in the post VRS period. But no clear reply has been received from DOT till date clarifying the above points. He stated that AIRBSNLEWA is going to file Court Case with the demand of implementation of Pension Revision for BSNL retirees, who had retired in normal process.
Shri S. Shiva Kumar, General Secretary, AIBSNLEA stated that as per decision of the Government of India, VRS process is going on and the process to be completed by 31st January 2020. But what will be the Road Map to maintain our network in the post VRS scenario from 1st February 2020 is not clear to Unions/Association. AIBSNLEA is taking leading part in the movements calling time to time by AUAB in this regard. Though decision has been taken by the Government for allotment of 4G Spectrum, actually it has not been allotted. No fund arrangement has been made by BSNL management to clear huge dues of vendors, electricity bills, rent of hiring sites etc. This type of attitude of Government towards BSNL is showing us that they are not at all serious for proper functioning and existence of BSNL. Lastly he stated that AIBSLEA will fight the future battle actively under the banner of AUAB.
Shri M.C.Pramanik, G.M.(Marketing), West Bengal Circle in his speech stated that though BSNL is passing through tremendous financial crisis, revenue from EB segment of the Circle has been increased remarkably and there is ample scope to increase our market share further in EB segment. He stated further that our Franchises are very important to us from sales point of view, so special attention may be given to maintain good relation with them.
Smt. Mira Mardi, G.M., Kharagpur SSA extended thanks to the Executives of Kharagpur SSA for active part taking by them for maintenance of network of the SSA inspite of acute financial crisis. She pointed out few problem of Kharragpur SSA and requested to CGMT to look into the matter.
Shri Subhasish Mitra, President, CHQ stressed on the unity of all BSNL employees to fight against the evil force in this crucial juncture and hope BSNL will regain its previous glory.
Shri Prosun Mukhopadhyay, O.S.(East), AIRBSNLEWA conveyed his thanks to the CS, AIBSNLEA, West Bengal Circle for the Key Note Address delivered by him mentioning the chaotic situation of Telecom Industry in India. He also expressed his resentment on the activities of Government as well as D.O.T. towards BSNL as a result of which BSNL is passing through the turmoil.
Shri Vikash Kumar Jaiswal, Asstt. Circle Secretary, SNATTA, West Bengal Circle explained in detail about the problem being faced by their members to run the network smoothly. He also stated that SNATTA, West Bengal Circle will work jointly with AIBSNLEA, West Bengal Circle to overcome any untoward situation which may arise in post VRS period.
Shri Bijoy Krishna Bhattacharya, Chief Advisor, AIBSNLEA, West Bengal Circle stated that after joining of Shri Ramakant Sharma as C.G.M., West Bengal Circle, performance of the Circle has been improved and he conveyed his thanks to Shri Sharma for his praiseworthy activity. He further stated that HR functioning of the Circle is not up to the mark, special attention in this regard required from Circle Administration. He also expressed his worry about functioning of BSNL in post VRS scenario due to shortage of fund as well as shortage of departmental staff.

Open Session was conducted superbly by Shri Kalyan Halder, President, AIBSNLEA, West Bengal Circle.
On completion of the Open Session, the house unanimously elected Com. Biswajit Sarkar, A.O(Taxation), Circle Office as President, Com. Amit Kumar Mukherjee, J.T.O(HR), Circle Office as Circle Secretary & Com. Soumen Polley, J.A.O.(Taxation), Circle Office as Treasurer.
5th Branch Conference of Kharagpur Branch was held on 23.11.2019 at Digha, East Midnapur. OS(East),CHQ Advisor, Circle President, Circle Secretary with Circle Executives attended the conference. Sri Swapan Das as President , Sri Susanta Das as Branch Secretary and Sri Sasanka Sekhar Maikap as Finance Secretary were elected unanimously for the next term. West Bengal Circle Body congratulates all the elected office bearers.
AUAB defers the Relay Hunger Fast from 20th to 22nd November:
Director (HR) called a meeting of the AUAB leaders, yesterday morning at 10.00 am. In the meeting, Management, especially Director (HR) response was very positive on the burning issues like salary payment, wages of contract workers, remittance of recoveries, clarifications of VRS related issues, EB/rental payment and discussion on the road map for the maintenance activities in post VRS scenario.
During the discussion Director, assured that salary will be paid by the month end and efforts are going on. The collection is now kept aside for salary purpose. After last month salary payment, BSNL was made 800 Cr payment towards statutory dues in addition to some payments on rentals, EB, labour etc. Discussion will further be held with AUAB on 26.11.2019, 6 pm (as per the convenience of AUAB) regarding the future Road map.
The important clarifications sought by the employees already referred to DoT and Govt will clarify those points. Director (HR) personally taking up the matter with DoT, on 18.11.2019. AUAB demanded that in case clarification is not reached in time, the date is to be extended from 03.12.2019 in order to have an informed choice for the employees.
Considering the seriousness shown by the management to address the employees concerns and involve the stake holders for serious discussions for finalizing the future road map, AUAB decided to defer the Relay Hunger Fast from 20.11.2019 for the time being.
Branch Conference of Kolkata City Branch was held on 15.11.2019 at TI Hall CTO Building, Kolkata. CHQ President, OS(East),CHQ Advisor, Circle President, Circle Secretary with Circle Executives attended the conference. Sri Tridib Sinha as President , Sri Sunil Kumar Gupta as Branch Secretary and Sri Saswata Ghosh as Finance Secretary were elected unanimously for the next term. BSNL notifies VRS-2019 and circulates the guidelines
Meeting with Hon’ble MOC & IT today on BSNL Revival Plan- VRS to Employees:
Representatives of All Associations and Unions of BSNL met Hon’ble Minister of Communications & IT Shri Ravi Shankar Prasad Ji today in Sanchar Bhawan, New Delhi. Hon’ble MOC & IT apprised about the Revival Plan of BSNL approved by the Union Cabinet on 23.10.2019. Secretary (T), Jt. Secretary (Admin), DDG (PM), Director (HR) BSNL Board and GM (SR) BSNL CO were present in the meeting. On behalf of AIBSNLEA, Com. S.Sivakumar, GS and Com. Rajpal Sharma, AGS attended the meeting.
At the outset, Com. GS and AGS presented a Bouquet to Hon’ble MOC & IT on behalf of AIBSNLEA and greeted him, Hon’ble Prime Minister, Hon’ble Home Minister, Secretary (T), CMD BSNL and DoT & BSNL Team for the herculean efforts taken for getting approval of the Revival Package by the Union Cabinet.
Hon’ble MOC & IT explained in detail about the revival package of BSNL. He mentioned that earlier, when I was MOC, the BSNL was making profit/ operating profit, but after that it is surprising for me that BSNL getting continuous losses for which I felt much bad and I want to turn around the BSNL that’s why I have tried my best. He further mentioned that-
Ø I am able to get convinced the Hon’ble Prime Minister and the Home Minister that BSNL is the Strategic Sector and the presence of one Govt. PSU is very much necessary for fair competition in the Market.
Ø It is the first time in the History to offer such a huge package for revival to any incipient sick/ sick/ non-viable PSU.
Ø I have got full faith on BSNL and its employees and I hope that BSNL can be turn around and regain its original pristine glory through the sincere efforts of the BSNL employees. The revival plan should be implemented in its true spirit. VRS to employees is also an important issue as BSNL cannot run with the present work force of 1.50 lakh employees.
Ø I wish for the growth of the BSNL and Govt. is with you and support fully if sincere efforts are seen for turnaround of the BSNL.
Ø BSNL may start its Assets/ Land Monetization and I will make it clear that the amount so received will be used in the growth of BSNL only.
Ø To revive the BSNL, the VRS to employees is also a good tool and it is very liberal VRS package from the Govt. side which is never offered to any PSU in India.
Ø The revival is depends upon the successful implementation of the VRS. Accountability will be fixed from the top side, if the revival plan is not implemented in true spirit.
On behalf of AIBSNLEA, we handed over the Memorandum to the Hon’ble MOC & IT. GS AIBSNLEA urged upon for the merger of IDA of 119.5% (100% Neutralization) with the Basic Pay as on 01.01.2017 since there is precedence in the year 2004. In addition to that, AUAB and other Leaders of the Unions and Associations presented following suggestions:
- VRS option has to be given by the employees voluntarily but not forcefully.
- Roll out of retirement age from 60 to 58 years is in the agenda of the Govt. or not is to be spelled out.
- Whole amount of the Ex-Gratia has to be exempted from Income Tax.
- Excess amount of Pension Contribution paid to DOT has to be refunded immediately.
- Deputation Policy of BSNL has to be reviewed immediately.
- 4G services has to be launched immediately by the BSNL since more than 50,000 3G/4G compatible equipment are available in the field units as there is heavy demand among the customers.
- Permission may be granted to retain the BSNL quarters by the VRS optees.
The Press Briefing of the Hon’ble MOC &IT has been reiterated by him with a loud and clear message that BSNL will not be sold out to any Third Party, Disinvested or Closed since BSNL is having Strategic importance.
Hon’ble MOC directed DoT/BSNL Management to clear all the doubts of the employees about the VRS in a transparent manner and address the issues at an appropriate level. Finally Hon’ble MOC appealed all the Unions and Association Leaders to motivate the employees for the successful implementation of Revival and VRS Package.
Hon’ble Minister also appealed to improve the quality of the Services to the satisfaction of the Customers and make the BSNL a top Professional Company. It is specifically mentioned by Hon’ble MOC & IT that if BSNL improve its services with the Professionalism then Govt. will also cooperate to prefer BSNL’s connections in other Govt. Sectors since BSNL has already been had a very good rapport/ goodwill with the Public and the Govt. Sectors. Hence, it can be achieved by doing hard work and collective efforts starts with new energy, fresh initiatives with full devotion by the BSNL Management as well as the BSNL Employees. I will be very happy to see the BSNL in the Market with its effective presence.
All the Unions and Associations Leaders reciprocated positively and assured their fullest support and cooperation for the successful implementation of the Revival and VRS Package.
- As per notification dtd. 21-10-2019, the 6th Circle Conference of AIBSNLEA , WB Circle will be held on 23rd and 24th November, 2019 at HOTEL SUN INN2, New Digha, East Midnapore, Pin-721428.
- Chairman(CHQ), President(CHQ), General Secretary, Organising Secretary East and other veteran leaders will be present in this august Conference.
- The Conference will be start at 14:00 Hrs. on 23rd November, 2019.
- Open Session will be held on 24th November, 2019 at 14:30 Hrs to 18:00 Hrs.
- CGMs of Territorial & Non-Territorial Circles will make their presence in the Open Session.
