It is very unfortunate that  Birendra Kr. Panigrahi (SDE, HR & Admin, Gangtok) Vice President of Gangtok Br,  met with a tragic road accident in the evening of 28-11-2017 at Gangtok and the most unfortunate death came for him. We pay it’s respectful homage to Birendra Kr. Panigrahi  and also prays it’s heartfelt condolences to his family members.

HUMAN CHAIN ON 23.11.2017

All the  District Secretaries are requested to ensure 100% participation in the proposed HUMAN CHAIN ON 23.11.2017 call given by all the Unions and Associations of BSNL.


All Unions & Associations of BSNL/CTD & WB met today in RJCM Room at TB today.The following decisions are taken unanimously.


1. A convention will be arranged at CTO Hall on 22-11-2017(Wednesday) at 3-00 PM. CHQ leaders of all unions & associations will address about the significance of organising 2 day strike on 12-13 December 2017.


2.HUMAN CHAIN will be organised on 23-11-17 (Thursday)in front of Telephone Bhaban,CTO Building & Telecom Factory, Alipur. All members of CTD should be present in TB,WB members should be present in front of CTO & TF members should be present in front of Telecom Factory by 1-30 PM. The programme will be from 2-00 to 2-15 PM.


3.On 25-11-2017(Saturday) leaders of all unions & associations will meet in ETR room at 6th floor in TB to decide the future course of action to make Strike successful.


All  are requested to ensure maximum attendance of members to make these programme a grand success.

Meeting with PGM (Pers.) to discuss the CPSU Cadre Hierarchy proposal:

GS, President, AGS (HQ), AGS (Fin), and AGS (DR) had meeting with PGM (Pers.) on CPSU cadre hierarchy. The meeting was scheduled as per direction of the Management Committee of BSNL Board. GM (SR), Jt. GM (Pers) and DGM (Pers-II) were also present in the meeting.  AIBSNLEA submitted its detailed Para wise response to the draft policy approved by BSNL Management committee.

PGM (Pers) had apprised that purpose of the MC‘s direction to discuss with associations to make policy more employee and organization centric. He requested that AIBSNLEA should support the policy to break the stalemate in the promotions of executives in BSNL.

AIBSNLEA made it clear that we are never against the CPSU hierarchy rather we have been demanding it to implement in the true sense and as per Khan Committee recommendations.  We further clarified that our suggestions are to safe guard the interest of the entire executives and it will give value additions to it. In view of this Pers. Cell should carefully go through our views / suggestions with open mind without any prejudice. Then point by point discussion was held. 

While discussion, we strongly  opposed the MT recruitment, ignorance of  the weightage to seniority, reduction of sanctioned strength, increase in eligibility condition from of 7 to 12 years for the promotion of SDE/AO to DE /AGM/CAO, Time bound promotion in SG-JAG grade should be in E7 instead of E6 etc.

PGM (Pers) appreciated our concern in this regard and impress upon to consider MT Recruitment to full-fill the management requirement immediately but we categorically told that AIBSNLEA is firm on its stand and will not accept MT Recruitment at STS level which will block the career progression of executives.

Today the meeting started at 15.00 hrs as per the schedule and continued till 18.00 hrs thereafter, PGM (Pers.) mentioned that he will study the submissions made by AIBSNLEA point by point and thereafter he will discuss the matter with AIBSNLEA again on 22nd and 23rd Nov, 2017.

Modified the Date of Human Chain and Programme regarding


A meeting of the All Unions and Associations of BSNL, was held at New Delhi today the 14.11.2017. Com. Chandeswar Singh, GS, NFTE, presided over the meeting. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, BSNL ATM, BSNL OA and BEA BSNL attended the meeting. Comrade GS and Comrade President attended the meeting from AIBSNLEA side. The following decisions are taken unanimously.

  1. The date of the human chain is changed, with a view to facilitate more time for the mobilization. Now, the human chain will be held during lunch hour on 23.11.2017.
  1. The strike notice for the two day strike, to be held on 12th & 13th December, 2017, will be served on the Management and the DoT on 23.11.2017.
  1. At the circle level, a meeting of all the circle secretaries of the unions and associations should be held on 18.11.2017. The ways and means to effectively organize the human chain and the two day strike, should be discussed and decided in these meetings. (At the Corporate Office this meeting will take place on 17.11.2017)
  1. The last date for submission of memorandum to the Hon’ble MPs has been changed to 30.11.2017. A copy of the memorandum to be submitted to the Hon’ble MPs, will be circulated within a day or two. 
  1. Posters and hand bills will be printed at the All India level, by the All Unions and Associations of BSNL, in English and Hindi, and it will be sent to the circles. The expenditure for these will be borne by all the unions and associations. The posters and hand bills should also be printed in the regional languages, at the circle level.
  1. To effectively organize the strike, meetings will be organized in important cities / centers, as per the following details. All India leaders of the All Unions and Associations of BSNL will address these meetings:-

20.11.2017 : Lucknow

21.11.2017 : Patna  

22.11.2017 : Kolkata 

25.11.2017 : Pune

27.11.2017 : Ahmedabad

27.11.2017 : Guwahati   

28.11.2017 : Ludhiana

 02.12.2017 : Jaipur

 04.12.2017 : Bhubaneswar

05.12.2017 : Chennai

06.12.2017 : Bengaluru

07.12.2017 : Bhopal

08.12.2017 : Hyderabad

All the District Secretaries are requested to implement the above organizational action programmes with 100% participation. Also coordinate with all the District Secretaries for effective implementation of the above agitation program immediately to:

(i) For implementation of 3rd PRC with 15% fitment benefit in BSNL and pending issues related to 2nd PRC.

(ii) To protest against creation of BSNL’s Tower Subsidiary.

The so called majority association is now busy in sugar coating in quinine pill on behalf of management. Here it will not be highlighted or comparative analyze with regard to loss and benefit.

Here only highlighting from another angle i.e. dark side of HR plan

In this RR, it was mentioned combined strength of JTO/SDE/Sr.SDE and AGM equivalent. It was also mentioned under para3,the strength will be further subject to approval of HR plan by the BSNL board

In this current policy, the above HR manpower is important parameter though it is the victory of SNEA(I) .

This current policy is directly involved for implementation of new HR plan on the basis of recommendation of the consultant M/s Mr. Deloitte committee.


                           Revival Plan of MTNL

                  1)  Proposal relating to reduction in retirement age from 60 years to 58 years for MTNL employees

                     MTNL was asked to negotiate with the Joint Forum of MTNL union & Association so that MTNL may explore regarding grant of benefit of merger of 50% DA effectively amounting to 78.2% in light of saving accrued by such reduction in retirement age.

            2)   Proposal relating to introduction of VRS in MTNL

                  VRS in MTNL would be considered after decision on reduction in retirement age to 58 years

            3)  Proposal relating to extension of validity of 2G license.

           4)  Proposal of liberalization of 900 MGZ band of MTNL

Betrayal towards BSNL Executives on issue of CPSU Cadre Hierarchy :

*The CPSU Cadre Hierarchy (CCH) is secretly planned by SNEA with Pers. Cell of BSNL only for smooth implementation of DOT’s order on E1 & E2 scales in BSNL at the cost of the executives career.*

The SNEA leadership while uploading the secretly planned CCH (They themselves admitted in same posting) never related the existing pay scales with the proposed Hierarchy. As in reality those are perfectly matching with the DOT’s order E1 for JTO, E2 For SDE and that is the reason for which all this secrecy about.
Pl see how perfectly it is matched.
E1 – JTO/JAO (Dy Manager)
E2 – SDE/AO (Manager)
E3 – SrSDE/SrAO ( Sr Manager)
E4 – DE/CAO ( Asst. GM).
E5 – DGM

Otherwise had the demand of SNEA E2 for JTO and E3 for SDE was genuine, they would have never agreed to such CCH proposal. Because in that situation the ideal proposal should have been:
E2 – JTO/JAO (Dy Manager)
E3 – SDE/AO (Manager)
E4 – SrSDE/SrAO ( Sr Manager)
E5 – DE/CAO ( Asst. GM).
E6 – DGM

But SNEA is all along opposing the cascading demand on all scales and demand only E2 for JTO and E3 for SDE which means if the same demand is achieved without cascading then in the proposed CCH the pay structure will be:
E2 – JTO/JAO (Dy Manager)
*E3 – SDE/AO (Manager)*
*E3 – SrSDE/SrAO ( Sr. Manager)*
E4 – DE/CAO ( Asst. GM).
i.e. 10 years in E3 scale in spite of a functional promotion in between.

*Conclusion : The executives of BSNL are put into a loose-loose situation with the proposed CCH. Either accept E1 for JTO and get next scale with each functional promotion or accept 10 years in E3 scale although functional promotion from Manager to Sr Manager*

*Other pertinent points like fast track promotion, benefits for SC/ST are also missing in the proposal*.

The issue of converting promotion to Sr SDE/Sr AO as functional promotion is of vital importance for the cadre. Earlier whenever this issue was deliberated in any forum, the decision was always against introduction of a functional grade between SDE/AO and DE/CAO. Now SNEA has given its consent for introduction of the functional grade Sr Manager. *Will they kindly inform the executive fraternity when and in which forum they deliberated and decided such vital issue. If deliberated then why they kept it secret from the entire community of Executives of BSNL.*

It is also interesting to note the attitude of AIGETOA leadership. As claimed by SNEA in their website, AIGETOA was also consulted while planning this secret CCH. If it is true how they gave consent to such system which is out and out detrimental to all the DRs of BSNL.

*Finally on the point of secrecy. We have earlier experience on management formulating detrimental orders / schemes secretly,. This is the first time we are seeing the Majority Assn. is also becoming a part of the secret mission for damaging the cadre which they represent*.

*Remember only conspiracies are required to be kept secret, good plannings need not.*


Shri Anupam Shrivastava, CMD BSNL, regarding deviation from Khan Committee report in draft CPSU Cadre Hierarchy proposal is not acceptable,

Status on CPSU Cadre Hierarchy


Management Committee of BSNL Board has discussed & approved in principle the draft proposal submitted by PGM(Pers.) to BSNL Management Committee but BSNL Management Committee has advised Pers. Cell to have discussions & to take opinion of other executives’ associations also mainly with AIBSNLEA before submitting the proposal to the BSNL Board for approval.

Majority Executive Association in coordination with PGM(Pers.) has formulated the CPSU Cadre Hierarchy draft proposal wherein the recommendations on CPSU Cadre Hierarchy by KHAN Committee has been diluted / distorted which is against the terms & conditions of the assurances given before absorption to BSNL executives. The GS Majority Executive Association was also one of the members of KHAN Committee who signed the recommendations & now deviated from that.


AIBSNLEA will protest against the such proposal which will harm the assured career progression.
